OPENING REMARKS BY MR CHAN CHUN SING, MINISTER, PRIME MINISTER’S OFFICE AT THE LAUNCH OF SINGAPORE CHAMBER OF COMMERCE & INDUSTRY IN CHINA (SINGCHAM) CHONGQING CHAPTER AT WESTIN CHONGQING, CHINA, ON 12 APRIL 2018, 8.45AM
各位会长，
各位嘉宾，
大家早上好。
1. 很高兴今天能出席中国新加坡商会在重庆的分会揭牌仪式。新加坡在中国经济的发展地势里面已经有了源远流长的一段历史。中国新加坡商会在中国分部已经有了七个分会。今天我们很高兴看到在重庆落幕第八个分会。
2. 这些年来，中国新加坡商会在中国的角色也慢慢起了变化。在很久以前，一开始的时候，我们的商会在中国的主要使命是帮助新加坡公司到中国寻求商机，落步在中国。不过，随着中国经济的腾鸿发展以及演变，今天的商会也扮演着另外两大角色。
3. 中国新加坡商会的第二个角色就是不止要联系新加坡的公司落步于中国，更重要的也要让中国的朋友们，中国的公司联系到新加坡的市场。这是第二个角色。
4. 其实在这几年里，我们已经可以发现到，中国的向外投资已经超越了中国能吸引到国内的投资。这是一个非常重大的变化。也就是说，今天，中国向外的投资已经超越了外来对中国的投资。所以在这方面有非常大的潜能，能够让中国新加坡商会在这方面为我们的新加坡公司和中国公司挣一份力量。
5. 不过这只是第二个角色。更重要的是在接下来的日子里，在一带一路的倡议下，我希望中国新加坡商会能扮演第三个角色。那就是，链接中国与新加坡的公司在第三国家一起投资，一起去开发新的市场。
6. 两天前，习主席刚和新加坡李显龙总理会面，在商讨一带一路的发展的过程中，习主席尤其提到两点。第一，怎么样利用新加坡和中国的个别优势携手到第三国家一起去开拓市场。 另外，怎么样通过我们的各别优势来开拓重庆互联互通南向通道，帮助中国西南部的省市，降低融资成本也降低物流成本。新加坡深信如果我们能把中国西南部的融资与物流成本降低，到跟沿海一带的城市媲美，那我们就能发掘规划中国西南部省市的一切潜能。
7. 其实中国西南部有中国三分之二的土地，不过只有三分之一的人口，潜能是非常的大。为了要规划这潜能，我们得继续地携手，把融资和物流成本降到最低。在不管是海，路，空，三方面的物流线，再做努力，让中国西部的货物能达到全世界。达到我们所谓的 “新中一贯通” 。
8. 就是说，在重庆与重庆周边的省市，货物如果能通过同一个电子网站，货物还未到达新加坡，数据已经先到新加坡。通过这种平台让我们把物流成本降低一层，然后通过新加坡把中国的货物，尤其是西南的货物，散布到整个东南亚，或者是全球。
9. 我们非常期待通过中国新加坡商会的重庆分会，继续地为中国和新加坡南向通道继续尽一份力量。我们希望我们两国的合作不只是限于在中国或新加坡合作。更希望在接下来的一部，我们能够继续地在第三国家一起的合作。
10. 非常高兴再次能够跟大家一起见面，也希望通过这个平台，通过这个分会，我们可以加强两国的联系。不只是在商务的联系，更重要的是在其他领域也继续的加强我们两国多方面个，多层次的合作。

12. Let me first congratulate Dorothy for all your efforts and the team, for putting together the 8th chapter of the SingCham and establishing it in Chongqing.
13. Singapore and China have a broad ranging relationship. In the early years it was just to establish ties to help Singapore companies settle in China to explore the potential in China. Over the years, China’s outward investments have outpaced their inward investments. And now, there’s tremendous opportunities for organisations like SingCham to not just help Singapore companies reach into China, but also to help China’s companies to reach back into Singapore.
14. But there is an even more important piece of work we need to do, which is to leverage on China’s and Singapore’s relative comparative advantages to work together to explore third market opportunities, just as what has been discussed between President Xi and Prime Minister Lee just a couple of days ago in Bo’ao.
15. Our combined efforts leveraging on our relative comparative advantages will allow us to partner each other not just in the China and Singapore markets but also in the global market. And this is the next phase of development we hope to see SingCham playing its role. We have great hopes that together, we will be able to continuously expand our cooperation, deepen our cooperation, beyond Singapore and China.
16. So once again, I would like to congratulate SingCham for the tremendous effort, and I look forward to working closely with you and supporting your work to expand our reach, not just in China and Singapore, but more importantly, also with third countries where we may have bigger interests to work on.
