This Panel Discussion will see panelists from both the private and public sectors share their thoughts and experiences, on how businesses and regulators can work together in a symbiotic relationship, to co-create progressive regulatory approaches, transform, and seize first mover advantage in the green economy.

Mr Tan Yinglan Prior to founding Insignia Ventures Partners, Yinglan was Sequoia Capital’s first hire and Venture Partner in Southeast Asia. He sourced multiple investment opportunities for Sequoia including Tokopedia, Go-jek, Traveloka, Carousell and Appier. Yinglan had also been a member of the Singapore Administrative Service, where he served in a variety of positions in the Prime Minister’s Office where he was part of a team that managed a S$360 million fund for innovation and enterprise, Ministry of Trade and Industry and Ministry of Defence. Yinglan was also the founding Director of 3i Venturelab China, a joint-venture between private equity firm 3i (LSE:III) and INSEAD. He also serves on the International Board of Stars – Leaders of the Next Generation, the Singapore Government’s Pro Enterprise Panel (PEP) and Committee on the Future Economy's Future Corporate Capabilities and Innovation Sub-Committee. He is a Board Member at Hwa Chong Institution and Adjunct Associate Professor at National University of Singapore. Yinglan graduated from Stanford and Carnegie Mellon and completed executive programs at Harvard and Oxford. |

Ms Melissa Tan Melissa has been the Chairwoman of the Waste Management and Recycling Association of Singapore (WMRAS) for three consecutive terms since 2013, leading the association’s efforts to enhance the professionalism and technological capabilities of the waste management industry in Singapore. In addition, Melissa chaired the Asia Pacific Waste and Environmental Alliance (APWEA) which was established to facilitate the transfer of knowledge, raise standards and promote cross-border business co-operation amongst its member associations which hail from China’s Guangdong Province, India, Indonesia, Malaysia, New Zealand, the Philippines, Singapore and South Korea. Melissa also heads the board of trustees of WMRAS Academy, a learning and development arm of the association. She chairs and advises several working groups and steering committees led by government agencies, not only on the waste management industry, but also for trade associations, community, and panels for enterprises. She was conferred Pingat Bakti Masyarakat (PBM) (Public Service Medal) in 2017 for her contributions to the Public Service. |

Mr Federick Teo Frederick worked on value creation projects with some of Temasek International’s large portfolio companies like SingTel and MediaCorp and led corporate governance and stewardship initiatives within the Portfolio Management team. Frederick also led several community programmes. In 2014, he partnered Temasek Foundation to execute a nationwide delivery of mask kits during a severe haze episode and worked with ST Engineering on the development of the world’s first N95 masks specifically designed for young children. Frederick holds a Master’s degree in Science in International Relations from the London School of Economics, and a Bachelor of Arts and Master of Arts in Philosophy, Politics and Economics from Lincoln College, Oxford University. |

Mr Ngiam Shih Chun He has held various appointments in the Emeritus Senior Minister's Office, the Ministry of Community Development, Youth and Sports and Ministry of Home Affairs. Shih Chun is currently a board member of the Energy Market Authority, Inland Revenue Authority of Singapore and St Andrew’s Community Services.
He holds a Master’s degree in Science (Financial Engineering) from the National University of Singapore, and a Master’s degree in Science (Management) from Stanford University, USA. Shih Chun was awarded the Public Administration Medal (Silver) in 2016. |

Dr Abdul Jalil Dr Jalil was later seconded to the Singapore Food Agency in 2020 to help set up the Joint Operations Divisions which oversees the operations, management and investigations of all food safety issues. He was also responsible for ensuring food supply resilience. On 18 July 2022, Dr Jalil was appointed as the Assistant CEO (Operations) with responsibility over all operations and licensing matters within the Singapore Food Agency. Dr Jalil has a PhD in history. His research interest includes decolonisation, specifically Malay nationalist activities between 1948 to 1965. |
