Mr Sitoh Yih Pin: To ask the Minister for Trade and Industry (a) what are the reasons for the power outage or surge to Block 102 Potong Pasir Avenue 1 on 13 October 2023 which caused damage to electrical appliances in a significant number of homes; and (b) whether Singapore Power will make the necessary reparations to residents who suffered such damage.

1. On 13 October 2023, SP PowerGrid was upgrading the Potong Pasir Avenue 1 substation.
2. As part of the upgrading works, SP PowerGrid’s workers routed the power supply to a backup cable to maintain electricity supply for residents of the block. However, the backup cable was damaged due to a termite infestation. This led to voltage fluctuations which caused household appliances to trip or malfunction in 41 units in Block 102. SP PowerGrid resolved the situation within 30 minutes of its occurrence.
3. EMA has worked with SP PowerGrid to review their workflows for upgrading works. SP PowerGrid has also repaired the damaged cable and is working with the Jalan Besar Town Council to extend assistance to the affected residents.
