Second Permanent Secretary
Mr Jeffrey Siow is Second Permanent Secretary at both the Ministry of Manpower and the Ministry of Trade and Industry. He leads national efforts to grow Singapore’s economy, and to develop a productive workforce and progressive workplaces to benefit Singaporeans.
Prior to his current appointment, Mr Siow was the first Managing Director and Chief Operating Officer of Enterprise Singapore, where he was responsible for growing and transforming local businesses and industries. Mr Siow has also held other key government appointments at the Ministries of Transport, Education, and Manpower. At Deputy Director at MOE from 2009-2011, Mr Siow helped to develop administrative and funding policies for the polytechnics, ITE, and the Singapore Institute of Technology. Mr Siow was the Principal Private Secretary to Prime Minister Lee Hsien Loong from 2017 to 2021.
Mr Siow graduated from the Massachusetts Institute of Technology with an MBA. He also holds a BA in Economics & Government and a BSc in Urban & Regional Studies from Cornell University.
